HYDERABAD, Jan 13 : Chief Minister Y.S. Rajasekhara Reddy has announced 100 per cent coverage of Muslim students in pre and post-matric scholarships in the State from the next financial year Inaugurating a two-day national seminar on `challenges and opportunities for Indian Muslims' hosted by All India Majlis Ittehadul Muslimeen and Andhra Pradesh United Muslim Action Committee in the light of Sachar Committee report Findings here on Saturday, Dr. Reddy said that the Government would construct 36 hostels, besides the existing 12, in the State for Muslim boys and girls.On Computer education he said that the pre and post-matric scholarships were a hardly Rs. 4 crores when he took over the reins of the State and the same had been enhanced to Rs. 33 crores last year. The Government introduced computer education in madarasas and would launch science, English and other subjects in those institutions. Recalling that the five per cent reservation for Muslims, which his Government proposed, was caught in legal wrangles "as a BJP leader has approached the court", Dr. Reddy exuded confidence that the hurdles could be overcome. While 200 Muslim students secured seats in medical education, 3,000 others got admission in professional courses like MBA and engineering. The Chief Minister reiterated that the Government was committed to developing the old city with an outlay of Rs. 2,000 crores in the next three years. He assured the Muslims of ensuring an inclusive participation and opportunities in every sphere of Government activity.Madrasas in the state will get either grant-in-aid or a one-time grant to upgrade and modernize, chief minister Y S Rajasekhara Reddy said .He said that the state government was committed to the upliftment of minorities in terms of education, housing and employment opportunities. "The budget for pre and post metric scholarships will be increased to Rs 33 crore from Rs 10 crore from the next year so that every minority student who applies gets a scholarship,'' the CM said.Stating that there were persistent allegations that the Old City was being neglected, he said: "The state government has recently announced a Rs 2,000 crore package and it will be spent in the next three years to develop the older parts of Hyderabad,'' the CM.The state government would also have to implement the Sachar Committee recommendations in areas like employment.Union Minister of State for Human Resources Development Mohammed Ashraf Ali Fatmi said that he would submit the report on the action plan to implement the Sachar Committee report to the Union HRD Minister on January 21.on the likely implementation of the report said the state government would also have to implement the Sachar Committee recommendations in areas like employment. Majlis-e-Ittehadul Muslimeen President Sultan Salahuddin Owaisi said in his long political career he has heard lot about Development and promises for Muslims by many Govts over the years and added if infact all these promises had been done then the Muslims of India would had been the most forward but infact it is the opposite and Muslims still live under bad conditions and there was a urgent need for there upliftment and the MiM Supremo said Sachar Committee Report is an eye opener for all and added that only two chief ministers -- Jalagam Vengala Rao and Dr. Rajasekhara Reddy -- fulfilled the promises they made to the Muslim community. Sachar Committee member Abusaleh Shariff gave a detailed presentation on the conditions of Muslims in the country and recommendations to improve their lot. Shariff said the percentage of Muslims occupying government posts was negligible and even less were availing bank loans . Many noted academics , Journalists , Non Resident Indians , Managment Students and Islamic Scholars attended the Meeting and jubilee hall was packed with Listeners. Hyderabad, Jan 11: The Majlis-e-Ittehadul Muslimeen (MiM) on Thursday said the issue of granting Statehood to Telangana should be decided only by a State Reorganisation Commission (SRC) . Addressing a press Conference here, MiM MP Asaduddin Owaisi welcomed the Congress’ decision to press for a second SRC on Telangana. The Statehood to Telangana should not be granted unilaterally. The Central government should take views of all parties into account before carving out a new State. The appropriate body to start this process of consultation is only the States Reorganisation Commission.” He said. MP Asaduddin Owaisi said Muslims were a party to the Telangana issue and their views should be taken. We will present our views on the status of Hyderabad as and when the SRC is set up. Mr. Owaisi added. The MiM MP accused the Congress and the previous Telugu Desam governments of neglecting the welfare of Muslims in Telangana. “Telangana is backward so are the Muslims in the region .Telangana is a sensitive issue and it should not be dealt with in a hurry.” Mr. Owaisi suggested. He demanded that the Central government allocate at least Rs 3,000 crores for educational uplift of Muslims in the 11th five year plan Saying the report of the Rajinder Sachar committee that went into the educational, economic and social backwardness of Muslims was an eyeopener, he urged the central government to announce a plan for the community. The Majlis-e-Ittehadul Muslimeen (MIM) MP is organizing a two-day national seminar on 'Challenges and Opportunities for Indian Muslims' here from Saturday.Chief Minister Y.S. Rajasekhara Reddy and eminent scholars as well as experts will address the seminar, which will discuss various aspects of the report and come out with recommendations to be submitted to Prime Minister Manmohan Singh.After the seminar a delegation will call on the prime minister and urge him to allocate substantial funds for educational, economic and social improvement of the conditions of Muslims, Owaisi told reporters Thursday.He said reservations for Muslims in jobs and educational institutions could be concrete steps to help the community.

HYDERABAD: Police have slapped cases under section 505 (1)(B)'290'153A against Majlis Ittehadul Muslimeen legislator Akbaruddin Owaisi and two others for allegedly making "inflammatory Speech and instigating public " at a meeting in Hafeezbaba Nagar late on Saturday night which was attended by thousands of People . Police themselves were at the receiving end of Akbaruddin Owaisi's diatribe.

The MIM party had taken permission from police to hold their public meeting and were told to close it by 10 pm as per rules.

Chandrayangutta legislator and MIM floor leader Akbaruddin Owaisi, who spoke at the meeting, reportedly made provocative speeches, bordering on communal lines.

Akbaruddin also allegedly criticized editors of two major Urdu newspapers for supporting the Communist Party and also against city police commissioner A K Mohanty. "Akbaruddin in his speeches used instigating and inflammatory language, which might have caused communal disharmony, and also used abusive language," the Kanchanbagh police said. In his speech, Akbaruddin also criticised the traffic police for imposing challans on traffic rule violators.

"If the traffic police penalise you, smash their heads. I am with you. I will ensure that no case is booked against you," Akbaruddin allegedly told the gathering. The speeches were also extended beyond the permitted time, i.e 10 pm. "The speeches went on till 10.30 pm and a case for creating public nuisance was also booked against the organisers," Kanchanbagh police inspector Ramdass Teja told on Sunday. The organisers were also booked for creating nuisance by bursting crackers and using microphones beyond the stipulated timing. However MiM Leader Akbaruddin Owaisi speaking to Mediapersons said he stands by what he said and refused to say sorry to the Police Department and said that he wont take back his words and what he has said is Reality which is being faced by the people of Hyderabad and this is an Conspiracy by Anti Mim elements to silence the MiM Leaders but added we will not keep silent on the daily harrasment being faced by the People .
Cases were booked against Mohd Asif, the organiser of the meeting, and Mirza Ali Baig, a MIM activists. Ramdass Teja said they have audio tapes of the speeches as proof to proceed in the case. Cases were booked under Indian Penal Code (IPC) Sections 153 (a) (delivering provocative speeches), 290 (creating public nuisance) and others. Police, however, are yet to make any arrests.

HYDERABAD : The revenue officials were left in a spot on Monday when Majlis ittehadul Muslimeen Floor Leader Akbaruddin Owaisi produced documentary evidence claiming Wakf Board's ownership over Thousands of acres of land. Earlier the officials had shrugged off claims of the House Committee on Minorities Affairs that over 5,000 acres of land under the Andhra Pradesh State Wakf Board in Ranga Reddy district had been encroached upon by government agencies. At a review meeting at the Assembly, MIM floor leader Akbaruddin Owaisi produced revenue records of all the encroached land, claiming that the property belongs to the Wakf Board. It even stunned officials when Owaisi fished out documents claiming that the land on which Indian School of Business, Microsoft and Moulana Azad National Urdu University (Manuu) stand were all Wakf property. Ranga Reddy collector L Premchandra Reddy had no option but to admit the revelations of the House Committee. Premchandra Reddy assured the committee that the district administration would study all the documents and come out with a comprehensive report along with an action plan for the Wakf Board to reclaim its land. Owaisi produced revenue records of over 2,716 acres of land along with the pahani records. House Committee chairman Syed Mohammed Ahmedullah asked the collector to remove encroachments over the Wakf land and re-establish the ownership of the Board. He wanted the revenue department to confirm details about the land of the ISB and Microsoft at Gachibowli and take measures to return it to the Wakf Board. "The ISB, Microsoft and Manuu may be given the allocated land on lease or may pay an appropriate rent to the Wakf Board," Owaisi demanded. The district collector sought two months' time from the House Committee for completing the verification process .This is the response of earlier visits by the Assembly Committee to more than 1,500 acres of wakf land and 510 acres belonging to Islamic Institution Jamia Nizamia which have been encroached upon under Serilingampally municipality by none other than government agencies.This came to light during a fact-finding drive launched by the Assembly House Committee for Minorities led by Akbaruddin Owaisi (Majlis ittehadul Muslimeen ) and Kadapa MLA (Congress) Ahmedullah on Thursday. The entire wakf land comes under Dargah Shah Wali locatedin Raidurg village of Ranga Reddy district. The team comprising MLAs Ahmedullah, Akbaruddin Owaisi, Sheik Subhani, Ranga Reddy district collector L Premchandra Reddy, Wakf Board special officer-incharge Sheik Madar and Jamia Nizamia rector Moulana Mufti Khaleel Ahmed verified the revenue and wakf records which revealed that the land worth thousands of crores of rupees belonged to Wakf Board . As per the wakf records, there is a total of 1,654 acres that belongs to Dargah Shah Wali . Of the total dargah land, 250 acres has been allotted to Indian School of Business, 1,022 acres has been given away to Andhra Pradesh Industrial Infrastructure Corporation (APIIC), 200 acres to Moulana Azad National Urdu University (Manuu) and 29 acres has been left with Hyderabad Urban Development Authority (Huda). Only 150 acres of land is left with the dargah but some portion of the remaining land is encroached by individuals and structures have come up on good amount of land. A review meeting will be held on November 20 where a policy decision would be taken to safeguard the available wakf land and retain the ownership over the encroached properties, he said. Akbaruddin Owaisi (MiM) demanded that government should not delay in getting the wakf land back. Even when court judgments on most of the land came in favour of the Wakf Board, neither the Wakf Board nor the government made any efforts to take control over the properties he said , Owaisi demanded that all the institutions that have encroached wakf land be brought under "lease-deed" and Muslim students be given a 10 per cent reservation in ISB and jobs in other institutions like APIIC.The House Committee visited several sites in Ranga Reddy district on Wednesday where it detected that hundreds of acres of wakf land has been allotted to various agencies, projects including IMG and forthe upcoming international airport at Shamshabad. The committee found that more than 900 acres of land in Shamshabad was being used for the new airport, 87 acres allotted to Apparel park, 420 acres to IMG, 340 acres for maternity hospital and 230 acres encroached upon by tribals.

HYDERABAD, JULY 5. Four MIM members --Akbaruddin Owaisi , Mohd. Muktada Khan, Ahmed Pasha Quadri and Mumtaz Ahmed Khan -- stalled the Assembly proceedings during zero hour for sometime insisting upon the Home Minister, K. Jana Reddy, giving an assurance on non-application of POTA against an alleged ISI agent, Anees Moiuddin, who is now in the custody of the city police. They rushed to the podium and wanted the minister to immediately respond.

The Speaker, Mr. Suresh Reddy, reprimanded the members for their behaviour and said they could not press the Government to act instantly on their demand. "You cannot pressure like this," he told them. He would not allow any deviation from the procedure, Mr. Reddy asserted.

The party floor leader, Akbaruddin Owaisi, who raised the issue, charged Mr. Jana Reddy with misleading the House, saying that POTA had not been applied in the case of Anees. Showing papers, he contended that it was in fact applied on June 28. Mr. Owaisi wanted the Government not to take the youth to Gujarat for conducting narco analysis test.

In his reply, Mr. Reddy assured that POTA won't be applied as permission had not been given for it. Since the investigation was on, he would consider whether POTA could be applied in the case or not. The Minister stated that the case was under his examination. He assured the MIM members that he would try to secure the release of the youth from police custody.

Contesting the Minister's contention, Mr. Owaisi alleged that the assurances given by Mr. Reddy at his four meetings with the MIM on the case had not been implemented. He said the party was demanding justice as Muslim minorities were being subjected to repression by the police.

Calm was restored after the Speaker agreed to discuss the issue in his chambers.

The grip of Majlis-e-ittehadul Muslimeen on the community remains strong, With a Member representing Hyderabad in the Lok Sabha, five members in the Andhra Pradesh Assembly, 40 corporators in Hyderabad and 95-plus members elected to various municipal bodies in Andhra Pradesh, the All-India Majlis-e-Ittehadul Muslimeen is one of the foremost representatives of the States Muslims and the most powerful Muslim party in India and one can see the party’s strength if he goes to Hyderabad and Parts of Muslim Dominated Villages of Andhra Pradesh . Everywhere u look u can see MIM written on walls ,light poles and buildings besides green flags and posters of there Leaders fluttering over there small Offices .The Majlis has brought a lot of development to the Old parts of the city even though its opponents who are mostly Ex Majlis workers. Keep harping that nothing has been done. The Majlis was formed in 1927 “for educational and social upliftment of Muslims”. But it articulated the position that “the ruler and throne (Nizam) are symbols of the political and cultural rights of the Muslim community… (And) this status must continue forever”. The Majlis pitted itself against the Andhra Mahasabha and the communists who questioned the feudal order that sustained the Nizam’s rule. It also bitterly opposed the Arya Samaj, which gave social and cultural expression to the aspirations of the urban Hindu population in the Hyderabad State of those days. In the year 1927 the Ulema, Mashaikeen and Mouzzizeen of all sections of Muslim community of Hyderabad had formed a party called “Ittehaad Bainul Muslimeen”. This party’s 3rd president Nawab Mohammad Bahadur Khan (Khaid-E-Millat) changed the party’s name to “Mumlikat-E-Majlis-E-Ittehadul Muslimeen”. In the year 1948 the police action took place during that movement the 6th president of the party was Moulana Khasim Razvi Sahab.By the mid-1940s, the Majlis had come to represent the Muslim minority as a united front The opponents regarded it as remarkably aggressive and a violent face of Muslim militancy as it organized the razakars (volunteers) to defend the “independence” of this “Muslim” State from merger with the Indian Union. According to historians, over 1,50,000 such `volunteers’ were organized by the Majlis for the Nizam State’s defense but and according to them again they are remembered for unleashing unparalleled violence against Hindus and the communists and all those who opposed the Nizam’s “go it alone” policy. It is estimated that during the height of the razakar `agitation’, over 30,000 people had taken shelter in the Secunderabad cantonment alone to protect themselves from these `volunteers’. But the razakars could do little against the Indian Army. We should look up these statistics and take into regard and think that when a small army of the Razakars was able to kill so many, according to the historians on the other hand they do not give any statistics of the number of Muslims killed by the Indian army. Moulana Khasim Razvi Sahab was arrested and was sent to Poona Jail and the organization banned in 1948. In the year 1957 he was released on the basis that he must leave India and go to Pakistan. Before going to Pakistan he offered several people to take over the charge of President Ship of the “Mumlikat-E-Majlis-E-Ittehadul Muslimeen” party, but no one came forward to accept. Moulana Razvi Sahab then called Moulana Abdul Wahed Owaisi a famous lawyer and an Islamic scholar from Jamia Nizamia and nominated him as the President of “Mumlikat-E-Majlis-E-Ittehadul Muslimeen” party. Those were the days when the massacre of the Muslims by the Indian army was still fresh in the minds days and there was a fear in the Muslim community to come forward and put a voice for the uplitfment of Muslims When Moulana Abdul Wahed Owaisi became the president to “Mumlikat-E-Majlis-E-Ittehadul Muslimeen” party, the then govt wanted to abolish the Majlis party but Moulana Abdul Wahid Owaisi refused to do so and was seen as a person who financially supported the party when it was bankrupt and weak after the Police Action in Hyderabad. Abdul Wahid Owaisi is also credited with having “re-written” the Majlis' constitution according to the provisions in the Indian Constitution and “the realities of Muslim minority in independent India”. He fought the legal case for winning back Darussalam, the MiM headquarters. For years he conducted public meetings and Muslims who were in fear started to trickle in to attend these public meetings .These public meetings became such a success that lakhs of Muslims came from all over the state to attend them. On 2nd March 1958 in a grand public meeting Moulana Abdul Wahed Owaisi declared an amendment in the Party’s manifesto that he has changed the name of the Party to “Kul Hind Majlis – E – Ittehadul Muslimeen” in accordance with the constitution of India. After this the Central and State Governemnt arrested Moulana Abdul Wahed Owaisi on 14th September 1958 and sent him to Chanchalguda Jail. Before he was sent to jail Moulana Abdul Wahed Owaisi nominated Sultan Salahuddin Owaisi as the acting president of the “Kul Hind Majlis – E – Ittehadul Muslimeen” party. Sultan Salahuddin Owaisi on the path of earlier the president also conducted public meetings for about 11 months and carried out the working of the party. After 11 months the Government released Moulana Abdul Wahed Owaisi unconditionally. According to a former journalist, Chander Srivastava, for the first decade-and-a-half after this “reinvention”, the Majlis remained, at best, a marginal player in Hyderabad politics and even though every election saw a rise in its vote bank, it could not win more than one Assembly seat. The 1970's saw an upswing in Majlis’ political fortunes. In 1969, it won back its party headquarters, Dar-us-Salaam — a sprawling 4.5-acre compound in the heart of the New City. It also won compensation which was used to set up an ITI on the premises and a women’s degree college in Nizamabad town. In 1976, Salahuddin Owaisi again became the working president of the A.I.M.I.M after his father’s demise and was also jailed various times for his political views etc. At that time there were bye elections being conducted in the two municipal divisions. It was for the first time that A.I.M.I.M had participated in the bye elections to the two municipal divisions and it won both the seats. In the Election to the Hyderabad Municipal Corporation the A.I.M.I.M also won the majority of seats. After securing the majority in the Hyderabad Municipal Corporation the Government has merged the Secunderabad and Hyderabad Municipalities, due to which the A.I.M.I.M instead of being the ruling party emerged as the first opposition party. At that time Sultan Salahuddin Owaisi was the floor leader of A.I.M.I.M party in the Corporation. In the year 1962 – 84 Janab Sultan Salahuddin Owaisi was continuously elected as the M.L.A from A.I.M.I.M party. This started an important phase in the history of the Majlis as it continued expanding its educational institutions, Hospitals, Banks, including the first Muslim minority Engineering College and Medical College. Courses in MBA, MCA, Nursing, Pharmacy and other professional degrees followed now by a daily newspaper known as Etemaad Daily. The 1970s were also a watershed in Majlis’ history as after a long period of 31 years, Hyderabad witnessed large-scale communal rioting in 1979. The Majlis came to the forefront in “defending” Muslim life and property Majlis workers could be seen at these moments defending the properties of Muslims in the wake of riots and these workers were very hard even for the police to control them ,even now it is a known fact that there are nearly 4500 units of strong members who only act if there is a serious threat to the Owaisi family and these members are under the direct orders of the Owaisi family which leads the Majlis party leaving aside thousands of workers and informers throughout the State and even outside the country far away till America and the Gulf countries.Salahuddin Owaisi, also known as “Salar-e-Millat” (commander of the community), has repeatedly alleged in his speeches that the Indian state has “abandoned” the Muslims to their fate. Therefore, “Muslims should stand on their own feet, rather than look to the State for help'’.He argues. This policy has been an unambiguous success in leveraging the Majlis today to its position of being practically the “sole spokesman” of the Muslims in Hyderabad and its environs. Voting figures show this clearly. From 58,000 votes in the 1962 Lok Sabha elections for the Hyderabad seat, Majlis votes rose to 1, 12,000 in 1980. The clear articulation of this “stand on one’s feet” policy in education and `protection’ during riots doubled its vote-share by 1984. Salahuddin Owaisi won the seat for the first time, polling 2.22 lakh votes. This vote-share doubled in the 1989 Lok Sabha elections to over four lakhs.The Majlis has since continued its hold on the Hyderabad seat winning about five-and-a-half lakh votes each time. Despite remarkable economic prosperity and negligible communal violence in the past decade, the hold of the Majlis on the Muslims of Hyderabad remains, despite minor dents. And despite widespread allegations of Majlis leaders having “made money”, most ordinary Muslims continue to support them because, as one bank executive put it “they represent our issues clearly and unambiguously'’. An old Historian Bakhtiyar khan says the Owaisi family was a rich family even before entering Politics and he says he had seen the late Majlis leader Abdul Wahed Owaisi in an American Buick car at a time when rarely cars were seen on Hyderabad Roads and the family had strong relations with the erstwhile Nizams of Hyderabad and the Paighs even now the family is considered to be one of the richest families in Hyderabad. A university teacher says that the Majlis helped Muslims live with dignity and security at a time when they were under attack and even took the fear out of them after the Police action and adds that he has seen Majlis leaders in the front at times confronting with the Police and the Govt. Asaduddin Owaisi, the articulate UK educated barrister from Lincolns Inn College son of Salahuddin Owaisi and Former leader of the Majlis’ Legislature party and now an MP himself who has traveled across the globe meeting world leaders and organizations and even in war zones compares the Majlis to the Black Power movement of America. The Majlis that emerged after 1957 is a completely different entity from its pre-independence edition; he says adding that comparisons with that bloody past are “misleading and mischievous”. “That Majlis was fighting for state power, while we have no such ambitions or illusions”. He stoutly defends the need for “an independent political voice” for the minorities, which is willing to defend them and project their issues “firmly”. “How can an independent articulation of minority interests and aspirations be termed communal,” he asks and contests any definition of democracy which questions the loyalty of minorities if they assert their independent political identity. “We are a threat not only to the BJP and Hindu communalism, but also to Muslim extremism,” Asaduddin claims. “By providing a legitimate political vent for Muslims to voice their aspirations and fears, we are preventing the rise of political extremism and religious obscurantism when the community is under unprecedented attack from Hindu communalists and the state'’. He can be seen in his speeches speaking against terrorism in the Country and says if the time arises Majlis will stand side by side in defending the Nation and Recently Majlis e ittehadul Muslimeen MP Asaduddin Owaisi has Visited Lebanon after the war with Israel and met the leaders of the resistance group Hezbollah and has even visited Muslims throughout India especially in Gujarat, Bombay, Malegaon and represented there issues to the Government of India and in Parliament. Asaduddin Owaisis younger brother Akbaruddin Owaisi is now the Leader of the Majlis' Legislature Party in the State Assembly and is also considered to be a good orator and Crowd Puller for the Party.
